17/08/2021 - Local Area Budgets: Extra Money for Communities ref: 2865    Recommendations Approved

Allocation of extra money to communities and to Local Area Committees (LACs), as approved in principle by Full Council on 18th March 2021.

Decision:

Approval be given to the use of reserves for 2021/22 as set out in the report to:

 

(a)      Double the Ward Pot allocation to each Ward from that provided for in the Council’s Annual Budget;

 

(b)      Provide a budget of £100, 000 to each Local Area Committee to be spent, in line with the community plan, on helping with the localised rebuilding post-Covid; and

 

(c)      Allocate a further £200,000 to the city-wide fly tipping and graffiti project to enable problems to be tackled in each Local Area Committee area.

10/08/2021 - Acceptance of Revised Government Grant For Asymptomatic Testing ref: 2864    Recommendations Approved

The report:-

 

·        Describes the Council’s revised asymptomatic testing plans for 01July 2021 to 30th September 2022 inclusive that was approved by the Department for Health and Social Care and resulted in the offer of revised Government grant funding;

 

·       Sets out financial and legal implications associated with accepting the revised Government grant funding for asymptomatic testing; and

 

·       Asks for approval to accept Government grant and for officers to take steps to implement the recommendations and objectives in the report.

Decision:

To approve:-

 

(a) delivery of the Sheffield Asymptomatic Testing plan, as outlined in the report;

 

(b) acceptance of the Government grant for the Council’s delivery of asymptomatic testing from 1st July 2021 to 30th September 2021; and

 

(c) that, in consultation with the Director of Legal and Governance and the Director of Finance and Commercial Services, the revised collaboration agreement is executed on behalf of the Council and all necessary steps are taken to achieve the aims, objectives and outcomes outlined in the report, where these are not already covered by existing delegations in the Leader’s Scheme of Delegation.

30/07/2021 - Surplus Declarations and Appropriation of Land at Shrewsbury Road, Deerlands Avenue and Harborough Road ref: 2861    Recommendations Approved

The report seeks agreement for three areas of land to be declared surplus for the purposes of Part II of the Housing Act 1985 as they are not required for the delivery of new housing. The report also seeks to declare surplus an area of land for use as open space/public recreation. Subject to there being no objections to an open space notice, the report also recommends that each site is appropriated to its new purpose, as described in the report.

Decision:

That:-

 

(a)  the areas of land off Shrewsbury Road, Deerlands Avenue and Harborough Road (Site A) be declared surplus to requirements for the purposes of Part II of the Housing Act 1985 and no longer accounted for within the Housing Revenue Account;

 

(b)  the area of land off Harborough Road (Site B) be declared surplus to requirements for use as open space; and

 

(c)  subject to there being no objections to an open space notice, approval be given for each site to be appropriated to a new purpose, as described in the report.
