28/04/2021 - Future High Streets Fund - Acceptance of MHCLG Grant ref: 2773    Recommendations Approved

To provide the context for a recommendation to accept a government grant offer from the Ministry of Housing, Communities and Local Government (MHCLG) of £15.817m of capital funding from the Future High Streets Fund (FHSF).

  1. Approves the Council accepting the Ministry of Housing, Communities and Local Government grant of up to £15.817m in accordance with the terms outlined in the grant offer letter and Memorandum of Understanding;

 

  1. Note that some of the funding has already been received by the Council; and

 

  1. Approves the Council entering into the Memorandum of Understanding with the Ministry of Housing, Communities and Local Government as further outlined in this report.

27/04/2021 - Covid Local Support Grant - Free School Meals Extension to June 2021 ref: 2772    Recommendations Approved

  1. Approves the Council accepting a further Free School Meals support grant, now named the Covid Local Support Grant, of £490k until June 2021 from the Department for Work and Pensions;

  1. Approves payments being made to third party providers if / where needed in accordance with the scheme;

 

4.    Approves the cohort for FSM being replicated for all families in this cohort and approves food vouchers being provided to these families in the school holidays;

 

5.    Approves the additional cohorts of CIN, MAST and Early Years and agrees to providing the same vouchers to them;

 

6.    Delegates authority to the Executive Director of People Services in consultation with the appropriate Cabinet Member nominated by the Leader to approve the final scheme eligibility criteria; and

 

7.    Delegates authority to the Executive Director of People Services, in consultation with the Director of Finance and Commercial Services and the Director of Legal and Governance to take any other decisions necessary in order to meet the aims, objectives and outcomes of this report which are not already covered by existing delegations in the Leaders Scheme of Delegation.

23/04/2021 - Approval for Temporary Expansion at Dore Primary School ref: 2771    Recommendations Approved

To seek approval for a temporary mobile unit to be constructed on Dore Primary School site for September 2021. This is to accommodate a single bulge year group in planning area Dore & Totley.

1.    Approve the inclusion of a budget of up to £300k in the capital programme to allow delivery of temporary mobile classroom on the Dore Primary school site to create capacity for an additional class (30 pupils). This would be in place for the next  7 years to take the cohort through primary years, reception to year 6;

 

  1. Approve the procurement of the ground surveys by via 3 competitive quotations and the principal contractor via the Yorbuild framework; and

 

  1. Delegate authority to the Director of Finance and Commercial Services or nominated Officer, as appropriate, to award the necessary contracts.

23/04/2021 - Re-procurement of Housing Related Support Contracts ref: 2770    Recommendations Approved

The Council has a number of housing-related support contracts that need to be re-procured urgently to ensure they are legally compliant and to ensure continuation of crucial service to enable a longer term review and commissioning plan to take place.

  1. Delegate authority to the Director of Commissioning in consultation liaison with the Director of Finance and Commercial Services to agree appropriate contract terms and following the procurement approve contract awards and thereafter enter into such contracts.

 

  1. Delegate authority to the Director of Commissioning in consultation with the Director of Finance and Commercial Services and the Director of legal Services that following such procurement to take such other necessary steps, not covered by existing delegations, to achieve the outcomes and objectives of this report.

22/04/2021 - Acceptance of Adult Weight Management Grant Funding ref: 2769    Recommendations Approved

The purpose of the report is to seek approval of the:

 

·       £493,278 grant funding that Sheffield City Council has been awarded to expand existing behavioural weight management services as outlined in this report

 

·       The proposal is then to award this funding to the existing weight management service commissioned by Sheffield City Council allowing them to expand existing provision in line with Department of Health and Social Care requirements.

  1. Approves the Council accepting £493,278 from the Department for Health and Social Care (DHSC) for the Adult Weight Management Services grant programme.

 

  1. Notes and agrees in principal to the approach outlined in this report to expand the existing weight management contract.

 

  1. Delegates authority to the Director of Culture and Environment and the Director of Public Health, in consultation with the Director of Legal and Governance and the Director of Finance and Commercial Services to enter in to the variation with the existing provider.

 

  1. To the extent not already delegated to them by the Leaders Scheme of Delegations, delegates authority to the Director of Culture and Environment and Director of Public Health, in consultation with the Director of Legal and Governance and the Director of Finance and Commercial Services to take any other decisions necessary in order to meet the aims and objects of the report.
